Rev. Spratley is a native of Williamsburg, Virginia. He received his elementary and secondary education from the York County public schools. After graduating from York High School, he attended Thomas Nelson Community College, Christopher Newport University, and later received his Bachelor's of Arts Degree from Carolina University of Theology in Lincolnton, North Carolina in 1998.
Rev. Spratley was called and licensed in the ministry in 1994, ordained 1996 by the Saint John Baptist Church, Williamsburg, Virginia. He became pastor of the Mount Nebo Baptist Church, Barhamsville, Virginia, 1996, where he served for 3 years. Rev. Spratley was called to pastor the Rising Sun Baptist Church in 2004.
Rev. Spratley is married to former Wanda Denise Byrdsong of Hampton, Virginia and they have 3 sons: David, Timothy and Andrew; 3 daughters Cheralyn, Tiffany and Natalie, and 3 grand-children.
